The job of the PMC is to make priority recommendations to the VCR. This prioritization will be based on the technology viability assessment, claims, benefits relevant to current technology, likelihood of licensure in order to recover University investment, alignment with the overall University patenting portfolio, and availability of funds with a pre-established patent budget. Decisions on whether to utilize University funds are at the sole discretion of the Vice Chancellor for Research.

Inventions for which the University declines to pursue patenting revert to the inventor, as specified in BOR Policy 401.2 (mus.edu), IIE2(c). In this case, the VCR will issue the inventor a formal statement noting that the University has declined to pursue invention, and the inventor may do so at their own expense. Note: that the inventor may not use any University funds (including an IDC account) to pursue a patent at their own expense. The process for appealing these decisions are outlined in BOR Policy 401.2.
